House Bill No. 7889 BY Potter ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Prohibits the operation of an outdoor gun range within one mile or closer of any kindergarten through grade twelve (K-12) schools.)
This bill will SHUT DOWN many of the outdoor ranges since there are several that are within one mile of a school. One mile might sound like a long distance, but 1 square mile is only 640 acres and most outdoor ranges do not have this amount of property. You can measure the distance between a school and a range by using Google Maps. Hover over the location of the school and right click and select "Measure distance". Then hover over the location of a gun range and right click and select "Distance to here".

Senate Bill No. 0156 BY Coyne, Seveney, Euer, DiPalma, Conley ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Limits the issuance of pistol and revolver carry permits to the office of the attorney general.) This is a REALLY bad bill that will that away the SHALL issue authority when it comes to issuing concealed carry permit and limit the issuance of pistol and revolver carry permits solely to the discretion of the Attorney General. The Rhode Island Supreme Court said in the Mosby decision that "Because the Firearms Act provides for both discretionary and mandatory licensing to qualified applicants, the constitutional guarantee to keep and bear arms is fulfilled. " In other words, if we remove the non-discretionary licensing authority our constitutional guarantee to keep and bear arms are not fulfilled. We MUST fight this bill! If your Senator is sponsoring this bill, ask him/her to withdraw their support for this bill. How this bill would affect your rights: This proposed law will make it virtually impossible for most citizens to obtain or renew a pistol or revolver carry permit. It would remove the ability of RI citizens to apply through a "shall issue" process via a town police department. Currently, RI citizens can apply for a carry permit in two ways: 1) Through a town police department or 2) Through the Attorney General's office
Rhode Island is effectively "shall issue" if you use Option 1 above and apply through your town's police department. This means that most law-abiding citizens can obtain a carry permit and this is how the vast majority of citizens obtain carry permits in RI. The process is not easy but it’s also not impossible. However, if you try Option 2 and apply through the Attorney General's office, RI law is effectively "may issue". This means that the Attorney General can deny your application for virtually any reason. The proposed law would remove Option 1 above and make Option 2 your only path to a carry permit in RI. We MUST fight this bill! If your Senator is sponsoring this bill, ask him/her to withdraw their support for this bill.

This bill would increase the fine for not reporting the loss or theft and add penalties for false reports.

Senate Bill No. 0502 (Attorney General) BY Seveney, Coyne, Valverde, DiPalma, Euer ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Requires firearms to be stored securely when not in use and enhances penalties for failure to store firearms in a secure manner.) How this law would affect your rights: It's already against the law in RI to leave a loaded firearm somewhere where a child might access it. This bill will update the law to say that RI gun owners MUST store all firearms in a locked container or with a cable lock, etc. This bill would make self-defense in the home much more difficult for many Rhode Islanders. For example, having to unlock a safe in the middle of the night to access a firearm could cause a dangerous delay for someone who needs to defend themselves immediately. Additionally, because a blank receiver is considered a firearm, RI residents would be required to store them securely as well even though they do not function.

Senate Bill No. 0595 BY Nesselbush, Crowley, Quezada, Lawson, Cano ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Provides that gun dealers on a monthly basis shall report a summary of all gun sales and transfers to the Rhode Island state police.) This is essentiall a GUN REGISTRATION bill. The bill currently excludes the name and address of the buyer, but this can easily be amended next year to make this a gun registration (and later confiscation) bill!

This will severely limit where minors engaged in otherwise lawful activity can possess a firearm. For example, there is no provision for a teenager to take their firearm to a friend's property to hunt or target shoot.

House Bill No. 5022 BY Diaz, Slater, Tobon, Blazejewski, Maldonado ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Makes it unlawful for any person to carry a rifle or shotgun in any vehicle or conveyance or on or about their person whether visible or concealed subject to certain exceptions.) This bill will severely limit where a long gun can be carried in a vehicle and the exceptions are few (hunting and target shooting). It is even more restricted than for handguns for someone who has a CCW.

Today only injuries causes by firearms wile hunting, or when trapping, must be reported to the DEM. This bill would change it so that all injuries would have to be reported to the DEM, regardless of the severity of the injury.

House Bill No. 5332 BY Ranglin-Vassell, Donovan, Amore, McEntee, Diaz ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Prohibits schools from offering employment incentives or bonuses to teachers on the condition that the teacher either is or becomes licensed to carry a weapon.) This bill will not make our schools safer.

This bill will ban bump stocks and the penality of violating this statute is up to 5 years and/or a $15,000 fine. The bill will take effect upon passage, but there is a 24 hour window after passage to surrender bump-stocks to State or local police. There will be no compensation for bump stocks that are surrendered.

Senate Bill No. S2134 Senate Bill No. 2134 BY Archambault, Lynch Prata, McCaffrey, Lombardi, Lombardo ENTITLED, AN ACT RELATING TO STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF ATTORNEY GENERAL -- GUN CRIMES REPORT (Directs the attorney general to report annually to the general assembly on the incidence and disposition of crimes involving guns.) This is a good bill that will direct the Attorney General to generate a report on the incidence and disposition of the cases. For years we have heard the Attorney General argue for stricter laws, but the research RIFOL has done shows that in many cases the gun charges are dropped so you have to ask yourself what is the point of stricter gun laws that will only affect law abiding citizens.

Senate Bill No. S2139 Senate Bill No. 2139 BY Archambault, Lynch Prata, Lombardi, Lombardo ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Authorizes the attorney general to enter into agreements with other states and counties from other states to recognize and give reciprocity to concealed weapon permit holders allowing them to carry concealed weapons in this state.)

Senate Bill No. S2143 Senate Bill No. 2143 BY Archambault, Lombardi, Lombardo ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Makes numerous changes to the procedures regarding the issuance of concealed carry permits, the fees associated with their issuance, and the public records accessible by the public in relating thereto.) This is a GREAT bill that will improve the CCW process in RI by standardizing the application process as well as creates a process to appeal denials.

Senate Bill No. S2144 Senate Bill No. 2144 BY Archambault, Lombardi, Lombardo ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Defines a firearm silencer and permits the use of such a device on any firearm with an overall length of seventeen inches or greater and permits the use of such a device for lawful hunting activity.) This bill will lift some of the restrictions on silencers (suppressors) in Rhode Island and is a great bill.

Senate Bill No. S2148 Senate Bill No. 2148 BY Ciccone, Lombardi ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Allows those persons with concealed carry permits issued by other states to carry upon their person weapons in Rhode Island provided that the issuing state recognizes and gives reciprocity to RI permit holders.) This bill will create reciprocity with some of the states that recognizes RI CCW permits.

This bill specifically prohibits bump fire stock, binary triggers, and trigger cranks. It also prohibits "rapid fire devices" which can include many commonly available parts such springs and bolt carrier groups that are replaced to enhance reliability of a firearm (triggers are exempt in the bill). Violations of this statute can result is a prison term of 1-10 years and/or a $10,000 fine. If this bill passes it will take effect immediately and there is no amnesty, grandfathering, or compensation of existing devices. Law enforcement would be exempt of this law.

This bill will severly restrict where rifles and shotguns can be carried and there is NO provision to go to a friend's property to shoot or go to the airport for someone who might be flying out of state on a hunting trip or shooting competition.

Senate Bill No. S2276 Senate Bill No. 2276 (Attorney General) BY Metts ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Criminalizes possession of a firearm by a minor, except when the minor is engaged in certain activities and when accompanied by a parent, guardian, or qualified adult.) This bill will severely restrict where and when minors can possess a firearm. This will only affect activity involving long guns because the law already prohibits the carrying of handguns without a permit (11-47-8).

Senate Bill No. S2289 Senate Bill No. 2289 BY Metts, Goldin, Quezada, Crowley, Calkin ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Provides that only peace officers and persons approved by the school authorities for the purposes of educational instruction may carry firearms or other weapons on school grounds.) This is a really bad bill which will prohibit CCW permit holders from carrying a firearm on school property leaving them vulnerable at a very predictible time and place against an attacker.

This is a REALLY bad bill that will remove 11-47-11 and the Shall Issue authority for CCW permits and make RI a May Issue State! This is a REALLY bad bill that will have to be stopped.

Senate Bill No. 2456 Senate Bill No. 2456 (Attorney General) BY Goldin, Calkin, Coyne, Miller, Euer ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES - WEAPONS (Provides that applicants for gun permits submit to national records check including fingerprinting by FBI.) This bill puts a financial burden of unknown costs on CCW permit applicants.

Senate Bill No. 2492 Senate Bill No. 2492 BY Goodwin, Ruggerio, McCaffrey, Euer, DiPalma ENTITLED, AN ACT RELATING TO COURTS AND CIVIL PROCEDURE--COURTS -- EXTREME RISK PROTECTION ORDERS -- CRIMINAL OFFENSES -- WEAPONS (Persons subject to extreme risk protection orders for being an imminent danger of causing personal injury shall surrender all firearms while subject to the order.) People who are a danger to themself and others should not have access to guns, but this bill is long and complicated and we are concerned about it being too far reaching and that it does not give enough due process.

Limits magazine capacity to 10 rounds or less. Grandfathers current possession/ownership.) ASSAULT WEAPON BAN!!! This bill will ban many-many popular semi automatic firearms based on name and cosmetic features. It even bans some semi automatic shotguns as well as the Beretta PX4 Storm ("regular pistol") It also bans magazines capable to hold more than 10 rounds. There is a grandfather clause, but the owner is required to register the firearm ($25) with the Attorney General. We assume this is so they can be confiscated at a later time.. This bill needs to be stopped!

Senate Bill No. 2606 Senate Bill No. 2606 (Attorney General) BY Goodwin ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Defines imitation firearm and provide that it is unlawful for any person to change, alter, remove, or obliterate any coloration or markings in any way that makes the imitation firearm look to be an operable firearm. Violation is a misdemeanor.) This bill wil prohibit to alter ANY identification markings on a firearm even ifit is not a serial number. In other words, removing parts on a gun with the manufacturers logo or a factory barrel with an identification number would be illegal. It will also make it illegal to alter an imitation firearm to look like an operable firearm.

This bill will prohibit the sale, import, and possession of ivory and this bill could affect those who have ivory handgrips on your pistols/revolvers.

Violation is a misdemeanor.) This bill wil prohibit to alter ANY identification markings on a firearm even ifit is not a serial number. In other words, removing parts on a gun with the manufacturers logo or a factory barrel with an identification number would be illegal. It will also make it illegal to alter an imitation firearm to look like an operable firearm.

This will prohibit CCW permit holders from carrying a firearm on school property and could leave people vulnerable at a very predictable time and place. The antis are pushing hard for this bill and we need to stop it.

House Bill No. 7597 House Bill No. 7597 (Attorney General) BY Diaz, Slater, Maldonado, Tobon, Cunha ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Makes it unlawful for any person to carry a rifle or shotgun in any vehicle or conveyance or on or about their person whether visible or concealed subject to certain exceptions.) This bill will severely limit where a long gun can be carried in a vehicle and the exceptions are few (hunting and target shooting). It is even more restricted than for handguns for someone who has a CCW.

House Bill No. 7598 House Bill No. 7598 (Attorney General) BY Diaz, Slater, Maldonado, Cunha, Tobon ENTITLED, AN ACT RELATING TO CRIMINAL OFFENSES -- WEAPONS (Criminalizes possession of a firearm by a minor, except when the minor is engaged in certain activities and when accompanied by a parent, guardian, or qualified adult.) It will severely limit where minors engaged in otherwise lawful activity can possess a firearm. For example, there is no provision for a teenager to take their firearm to a friend's property to hunt or target shoot.

Makes exceptions for law enforcement and the US armed forces.) This is a REALLY bad bill that will ban detachable magazines holding more than 10 rounds! There is no grandfathering or compensation for existing magazines either!

People who are a danger to themself and others should not have access to guns, but this bill is long and complicated and we are concerned about it being too far reaching and that it does not give enough due process.

This bill will raise the legal age limit to 21 years to purchase and possess ANY firearm. You can serve and protect your country by joining the military at the age of 18, but you cannot buy a .22LR until you are 21.. We have yet to see any evidence where law abiding citizens under the age of 21 legally purchased a firearm to committ a crime.

This bill is similar to H7714, but it also raises the minimum age to buy ammunition to 21 years old. In this bill there are exemptions to Law Enforcement.

This is a BAD bill that will remove the State pre-emption with regards to the regulation of firearms in RI. This means cities and towns could make it just as difficult and expensive to obtain firearms as in Chicago, NYC, and DC. Transporting firearms through the state will also be difficult since you need to know the regulations in every town. The Attorney General has opposed this bill in the past because it would be almost impossible to enforce and prosecute, but the sponsors keep introducing the bill.

This bill will ban many-many popular semi automatic firearms based on name and cosmetic features. It even bans some semi automatic shotguns as well as the Beretta PX4 Storm ("regular pistol"). It also bans magazines capable to hold more than 10 rounds. There is a grandfather clause, but the owner is required to register the firearm ($25) with the Attorney General. We assume this is so they can be confiscated at a later time.. This bill needs to be stopped!

This bill at first glance looks to "fix" some of the mistakes that was done in H5510 last year that even the Courts have complained about. It is a large and complicated bill and we will need to investigate this bill further to state our position.
